The plan, set to be submitted in the next parliamentary session, targets chip foundry Rapidus and AI chip suppliers. Rapidus, partnering with IBM and Imec, is expected to begin mass production of advanced chips in Hokkaido by 2027.
This initiative is part of a broader economic package, expected to gain cabinet approval on Nov 22, which calls for ¥50 trillion in public and private investment in the chip sector over the next decade. The government estimates an economic impact of ¥160 trillion from this investment.
